Requires members appointed to the Interstate Commerce Commission to have backgrounds in and represent the interests of industries involved in: (1) the production or distribution of agricultural products; (2) the production or distribution of natural resource products; (3) the processing or consuming of agricultural products; and (4) the processing or consuming of natural resource products. Requires the next four appointments to the Commission after the date of enactment of this Act to be made in accordance with its provisions.
