Terminates the authority of the Secretary of Transportation (formerly subject to congressional veto) to use funds from the Northeast Corridor Improvement Project and other rail programs in excess of $29,000,000 for the rehabilitation of Union Station under the National Visitor Center Facilities Act of 1968, unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
