Authorizes the President to invite Canada to join with the United States in the creation of a commission to oversee water policy on the lakes bordering Minnesota and Canada.
Expresses the sense of the Congress that the commission: (1) should be a permanent commission composed of three members from the United States and three from Canada; (2) should have the authority to establish and enforce licensing fees and fish catch limits; and (3) should use the proceeds from such fees to pay for replenishing the resources of the lakes.
