A bill to terminate certain authorities of the executive branch of the Government which are subject to congressional review unless those authorities are approved by an enactment of the Congress.

Terminates the authorities (formerly subject to congressional veto) relating to research and development by the National Aeronautics and Space Administration and payment to the Neighborhood Reinvestment Corporation under title II of the Department of Housing and Urban Development - Independent Agencies Appropriation Act, 1983, unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
