Terminates the authority of the Secretary of the Treasury (formerly subject to congressional veto) under the Tariff Act of 1930 to impose a countervailing duty upon imported subsidized merchandise, unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
