A bill to terminate certain authority of the executive branch of the Government which is subject to congressional review unless that authority is approved by an enactment of the Congress.

Terminates the President's authority to amend the International Regulations for Preventing Collisions at Sea under the International Navigational Rules Act of 1977 (formerly subject to congressional veto) unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
