Terminates the authority of the Administrator of the Environmental Protection Agency or any other Federal official (formerly subject to congressional veto) to promulgate regulations under title I (Hazardous Substances Releases, Liability, Compensation) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
