Terminates the President's authority relating to the approval of applications for export of goods, technology, or techniques which the Secretary of Defense determines would significantly increase the military capability of any controlled country under the Department of Defense Appropriation Authorization Act of 1975 (formerly subject to congressional veto) unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
