Airline Passenger Consumer Protection Act - Authorizes reimbursement from the Airport and Airway Trust Fund of air carriers which provide air transportation to individuals by honoring tickets issued by another air carrier which is unable to provide such transportation because it has filed for bankruptcy. Makes such authorization effective on October 1, 1984. Makes a conforming amendment to the Internal Revenue Code.
