Amends the Omnibus Budget Reconciliation Act of 1981 to extend through FY 1988 Federal Grain Inspection Service (FGIS) official inspection and weighing (including delegated State inspection) user fee and advisory committee authorities.

Authorizes through FY 1988 the Secretary of Agriculture to reinvest FGIS - collected funds in interest-bearing accounts or U.S. debt instruments.

Increases the FY 1985 through 1988 cap on FGIS administrative costs from 35 percent to 40 percent.

Authorizes FY 1985 through 1988 appropriations for standardization and compliance activities, foreign monitoring activities, and other necessary expenses.

Prohibits the Secretary from establishing a new class of wheat designated "Red wheat", as proposed in 49 Federal Register, pages 1730-1735, dated January 13, 1984.
