A bill to terminate certain authority of the executive branch of the Government which is subject to congressional review unless that authority is approved by an enactment of the Congress.

Terminates the authority of the Secretary of Transportation (formerly subject to congressional veto) under the National Traffic and Motor Vehicle Safety Act of 1966 to promulgate regulations relating to motor vehicle occupant restraint systems, unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
