Grants the consent of Congress to an amendment to the Wheeling Creek Watershed Protection and Flood Prevention District Compact entered into by the States of West Virginia and Pennsylvania, giving the Wheeling Creek Watershed Protection and Flood Prevention Commission the authority to sell, exchange, or lease property, real or personal, or any interest therein, as it finds necessary for present or presently foreseeable future use.
