Terminates the authority of the President, the Secretary of the Interior, and other Government agencies (formerly subject to congressional veto) to develop land use plans for public lands, sell specified public lands, and withdraw specified public lands, unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
