Terminates the authority of the President, under the Arms Control and Disarmament Act, to transfer to the Director of the U.S. Arms Control and Disarmament Agency any activities or facilities of another Government agency which relate primarily to arms control and disarmament (formerly subject to congressional veto), unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
