A bill to terminate certain authorities of the executive branch of the Government which are subject to congressional review unless those authorities are approved by an enactment of the Congress.

Terminates the President's authorities (formerly subject to congressional veto) under the Foreign Assistance Act of 1961 to terminate a foreign assistance program, to furnish assistance to countries that transfer nuclear enrichment materials to certain other countries, and to furnish assistance to countries that deliver or receive nuclear reprocessing materials to or from other countries, unless the exercise of those authorities is approved by an enactment of the Congress within 180 days of enactment of this Act.
