A bill to terminate certain authority of the executive branch of the Government which is subject to congressional review unless that authority is approved by an enactment of the Congress.

Terminates authority of the Secretary of Health and Human Services (formerly subject to congressional veto) to promulgate certain aid to families with dependent children (AFDC) standards, unless Congress enacts its approval of such authority within 180 days.
