Terminates the President's authority (formerly subject to congressional veto) to institute an alternative plan providing for a different adjustment in the statutory rates of pay for Federal employees than the adjustment recommended by the President's pay agent, unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
