A bill to terminate certain authority of the executive branch of the Government which is subject to congressional review unless that authority is approved by an enactment of the Congress.

Terminates the President's authority (formerly subject to congressional veto) to prescribe regulations controlling excess profits on defense contracts during a declared war or national emergency unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
