Amends the Communications Act of 1934 to require a broadcast licensee to provide equal broadcast time without charge to any election candidate whose voice or picture appears in any broadcast coverage or any recording of the proceedings of the House of Representatives which is then used in a paid political broadcast over the licensee's facilities on behalf of another candidate for the same public office.
