Terminates the President's authority (formerly subject to congressional veto) under the Federal Salary Act of 1967, to recommend and establish the rates of pay for the offices and positions subject to review by the Commission on Executive, Legislative, and Judicial Salaries, unless the exercise of such authority is approved by an enactment of Congress within 180 days after enactment of this Act.
