A bill to approve a six-month interstate cost estimate for fiscal year 1985, and for other purposes.

Directs the Secretary of Transportation to apportion one-half of the sums authorized to be appropriated in accordance with the interstate cost estimate for FY 1985, and one-half of the sums to be apportioned in accordance with the interstate substitute cost estimate for FY 1984.

Specifies apportionment factors.
