A bill to authorize appropriations for civil defense programs for fiscal years 1985 and 1986, and for other purposes.

Authorizes appropriations for FY 1985 and 1986 to carry out the programs of the Federal Civil Defense Act of 1950.

Repeals limitations on certain appropriations under such Act, including appropriations for: (1) the payment of travel and per diem expenses for certain students; (2) the donation of radiological instruments; (3) contributions to States for personal equipment for State and local workers; and (4) contributions to States for personnel and administrative expenses.
