A bill to reduce the rate of pay payable for Members of Congress to the rate that was in effect on December 31, 1983; to provide that rates of pay for Members of Congress may be adjusted only by Act of Congress; to require a recorded vote on any proposed adjustment in rates of pay for Members of Congress; and for other purposes.

Amends the Federal Salary Act of 1967 to make any recommendations of the President relating to the salaries of Members of Congress, Delegates to the House of Representatives, and the Resident Commissioner from Puerto Rico purely advisory.

Amends the Legislative Reorganization Act of 1946 to require that the annual rate of pay for Members of Congress, Delegates to the House of Representatives, the Resident Commissioner from Puerto Rico, and the Senate and House leadership be the rate payable for such positions on December 31, 1983.

Makes it out of order in the House to consider any bill or resolution which adjusts the pay of Members, unless it is comprised solely of items adjusting the pay of Members. Requires a record vote on such legislation.

Prohibits the rate of pay for congressional employees or officers from exceeding that of Members.
