A bill to specify further those actions of nonmarket economy countries in discouraging of preventing emigration that will make those countries ineligible for trade benefits under title IV of the Trade Act of 1974.

Amends the Trade Act of 1974 to exclude from most-favored nation treatment, from credit programs and credit and investment guarantee programs, and from commercial agreements those nonmarket economy countries which discriminate or condone discrimination because of religious beliefs or which permit or condone harassment of citizens who want to emigrate.
