Relieves a named individual of all liability to the United States for a sum representing alleged overpayments for relocation expenses incurred by such individual in changing his duty station from U.S. Postal Service facilities in Springfield, Virginia, to the Federal Aviation Administration office in Atlanta, Georgia, in August 1981.
