Directs the Administrator of the Environmental Protection Agency to make grants to the city of San Diego, California, for construction of a publicly-owned sewage treatment works to treat sewage for such city and the city of Tijuana, Mexico.
Directs the Administrator to make such grants in two stages, with each stage providing construction funds for treatment works to treat specified amounts of municipal sewage and industrial waste per day.
Authorizes appropriations.
