A bill to amend the Internal Revenue Code of 1954 to expand the deduction for adoption expenses.

Amends the Internal Revenue Code to expand the income tax deduction for adoption expenses to include expenses incurred in the legal adoption of any child. (Current law restricts such deduction to expenses incurred in the adoption of a child with special needs.)
