Authorizes the Secretary of the Army, acting through the Chief of Engineers, to acquire lands or interests therein on behalf of the Soil Conservation Service for flood prevention purposes in watersheds. Requires approval of watershed plans by both the Secretary of the Army and the Secretary of Agriculture. Directs the Secretary of the Army to transfer jurisdiction of such acquired lands to the Secretary of Agriculture for use by the Soil Conservation Service.
