Insurance, Banking, and Securities Moratorium Act - Title I: Moratorium on New Activities - Imposes a moratorium, as of January 1, 1983, on new depository institution and depository holding company activities relating to insurance, and securities.
Title II: Moratorium on Acquisitions - Imposes a moratorium, as of January 1, 1983, on the acquisition of insured banks, savings and loan associations, and other insured institutions by companies engaged in insurance or securities activities.
Title III: Commission - Establishes a Commission on Insurance, Banking, Securities, and Financial Services Integration to evaluate and make legislative recommendations about banking, securities, and insurance changes as related to the integration of the various financial services industries. Requires a report to Congress. Terminates the Commission 90 days after the submission of such report.
Title IV: General Provisions - Defines "depository institution", "depository holding company", "insured bank", and "insured institution" for purposes of this Act.
