Amends the Export Administration Act of 1979 to extend the authorities of such Act through February 29, 1984.
Requires that the Congress pass a joint resolution approving exports of domestically produced crude oil that would otherwise be subject to short supply export controls. (Current law requires Congress to pass a concurrent resolution approving such exports.)
