Directs the Secretary of State, notwithstanding certain time limitations, to settle and pay to a named individual an amount to be determined: (1) for personal property loss incident to such individual's service in the Foreign Service of the United States in Peking, China; and (2) for unreimbursed costs of shipping personal effects from China. Directs that the amount paid to such individual shall be in full settlement of any claim against the United States or the Government of the People's Republic of China.
