Amends the Federal Election Campaign Act of 1971 to add a new title - Title V: Assistance to States for Voter Registration Programs.
Defines "door-to-door voter registration program" as a door-to-door canvass on a nonpartisan basis.
Directs the Federal Election Commission to make grants to the States to support door-to-door voter registration programs. Conditions such grants upon a determination that a State's program is likely to be successful. Provides for apportionment of such grants among the States.
Vests responsibility for grant administration in the State officer normally responsible for election administration. Authorizes States to allocate any part of a grant to local and municipal governments.
Authorizes appropriations.
Conditions free return mail for State post card voter registration programs upon State reallocation of specified funding to a general voter registration or to a door-to-door voter registration program.
