Authorizes the U.S. Attorney General to make grants to States for the purpose of assisting local governments to purchase bulletproof vests for use by police officers. Requires local governments to contribute not less than 25 percent of the cost of the vests and return any amount not expended to the general fund of the Treasury as miscellaneous receipts.
Authorizes appropriations.
