A bill to amend title IV of the Social Security Act to require, as a condition of receipt of funds by a State under the aid to families with dependent children (AFDC) program, that the courts of the State consider joint custody as the first option in child custody cases.

Amends part A (Aid to Families with Dependent Children) of title IV of the Social Security Act to prohibit payment to a State under such part unless, under the law of the State, in any proceeding to determine parental custody of a minor child, the courts of the State are required to consider joint custody as the first option.
