A bill to reward Government employees for budget savings.

Requires payment of a reward to any Federal officer or employee responsible for managing a Government activity who reduces the cost or budget request for such activity for a fiscal year below the cost or request for the preceding fiscal year. Bases the reward amount on a specified portion of the reduction.
