Strategic Materials Collateral Corporation Charter Act - Establishes within the Department of Agriculture the Strategic Materials Collateral Corporation which shall: (1) encourage agricultural exports to nations which are experiencing debt problems but which have materials needed in the United States to meet the goals of the National Defense Stockpile or the Strategic Petroleum Reserve; and (2) issue warehouse receipts for the storage of petroleum or strategic and critical materials to be used as collateral to purchase agricultural goods from the United States. Directs the Corporation to seek means of increasing agricultural exports to financially troubled countries through arrangement whereby the importers or importing nation provide appropriate assets as collateral to assure payment.
