Amends the Communications Act of 1934 to provide that no agreement that would prevent more than one city area from receiving the television broadcast of a professional hockey, football, baseball, or basketball game shall be valid or effective.
Allows any interested person to commence a civil action for injunctive relief restraining any such agreement in the appropriate U.S. district court. Allows the court to award the cost of suit, including attorneys' fees, in any such action.
Directs the Federal Communications Commission to study and report annually to specified congressional committees on the effect of this Act.
