Amends the Uniform Time Act of 1966 to extend daylight saving time from the first Sunday of March rather than the last Sunday of April through the first Sunday in November rather than the last Sunday of October. Directs the Secretary of Transportation to study, and report to Congress, the effects of such extension on energy use, crime, and traffic safety.
