A bill to develop natural resources, to provide meaningful employment opportunities producing assets of lasting value, and to enhance the environment, through a program providing incentives to State, local and federal agencies to plant trees on public lands.
National Forestry Development and Employment Opportunity Act - Amends the Small Business Act to authorize the Administrator of the Small Business Administration to contract with State or Federal agencies to establish a Federal-State program of timber production and harvesting.
Directs the Administrator to develop at least ten tree-planting and harvesting programs on federally-owned or State-owned lands. Grants priority to certain projects.
Directs the Small Business Administration to help grantees with rapid implementation of such programs in periods of high unemployment.
Requires grantees to use small business concerns and contractors whenever feasible.
Establishes formulae for payment to the Treasury of proceeds from the sale of trees and forestry products under this program. Authorizes Federal agencies to furnish certain kinds of free technical services to grantees.
Mandates an annual report to Congress and the President. Authorizes appropriations.
