Central Board of Scientific Risk Assessment Act of 1983 - Authorizes the National Academy of Sciences to establish a Central Board of Scientific Risk Assessment to develop a scientific review and evaluation of risk assessments made by Federal agencies, with particular emphasis upon risk assessment of substances that may result in chronic health hazards.
Authorizes the Board to establish subpanels.
