Deems a named individual to be entitled, notwithstanding certain limitations, to an annuity based upon creditable service, provided that such individual make certain qualifying payments to the Civil Service Retirement and Disability Fund.
Directs the Secretary of the Army to pay to such individual retirement pay retroactive to March 1976.
