Repeals provisions of the Social Security Amendments of 1983 which require, starting in FY 1993: (1) the exclusion of the receipts and disbursements of the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, and the Federal Hospital Insurance Trust Fund from the totals of the Federal or the congressional budgets; and (2) the treatment of the disbursements of the Federal Supplementary Medical Insurance Trust Fund as a separate major functional category in the Federal and the congressional budgets.
