Prohibits the Government from observing more than nine legal public holidays, excluding Inauguration Day, during any calendar year. Directs the Office of Personnel Management to designate which nine holidays are to be observed in any year in which the total number of declared holidays exceeds nine. Prohibits any executive department from closing in observance of any holiday other than such a legal public holiday or Inauguration Day.
