Makes the coastwise laws applicable to the transportation of passengers between the United States and the Virgin Islands. Sets forth a schedule for the phase-in of such laws.
Increases the penalty (from $200 to $1,000 per passenger) for foreign vessels transporting passengers between ports or places in the United States.
