A bill providing for an orderly phase-in of the coastwise laws with respect to the passenger trade between the United States and the Virgin Islands of the United States.

Makes the coastwise laws applicable to the transportation of passengers between the United States and the Virgin Islands. Sets forth a schedule for the phase-in of such laws.

Increases the penalty (from $200 to $1,000 per passenger) for foreign vessels transporting passengers between ports or places in the United States.
