Agricultural Stabilization and Conservation Committee Act of 1984 - Amends the Soil Conservation and Domestic Allotment Act to authorize county agricultural stabilization and conservation committees to petition the Secretary of Agriculture to change the number of local areas in their respective counties. Directs the Secretary to make such a change if it does not result in the number of local areas in a county exceeding the number that existed as of December 31, 1980.
Requires with regard to such committees that: (1) all members, as of January 1, 1985, be elected for three-year (presently one-year) terms; and (2) they meet at least two times annually. Requires another meeting, upon a petition to the Secretary of the majority of a State's county committees, to deal with a natural emergency or significant program change.
Sets forth committee duties effective as of January 1, 1985.
Directs the Secretary to use local and county committees in carrying out other programs and functions of the Department of Agriculture.
Amends the Agricultural Adjustment Act of 1938 to require the Secretary to pay: (1) travel expenses for members of State, county, and local committees; and (2) hourly compensation at GS-5 rate to county committee members for work actually performed, and at GS-4 rate to local committee members for attendance at meetings.
