Designates the U.S. Post Office Building, Flushing, New York, as the Benjamin S. Rosenthal Post Office Building. Requires the Postmaster General to install an appropriate plaque indicating such designation.

Designates the Mid-Atlantic Program Service Center, Philadelphia, Pennsylvania, as the William A. Barrett Social Security Building.

Designates the U.S. Post Office Building, Moorestown, New Jersey, as the Edwin B. Forsythe Post Office Building.

Designates the Federal Archives and Records Center, San Bruno, California, as the Leo J. Ryan Memorial Federal Archives and Records Center.

Authorizes appropriations for: (1) the construction of an extension to the Records Center in Overland, Missouri; and (2) major repairs and alterations to the Mart Federal Building in St. Louis, Missouri.
