A bill for the relief of Franklin F. Offner.

Directs the Secretary of the Treasury to pay an amount to be determined to a named individual in full satisfaction of all claims against the United States arising out of the acquisition by the United States, at an allegedly inadequate price, of a license to use two patented inventions of such individual.
