Amends the Fair Labor Standards Act of 1938 to permit the employment of youths under nineteen years of age at $2.85 per hour or 85 percent of the minimum wage.
States that such youths may be employed: (1) in the absence of prior or special certification by the Secretary of Labor; (2) a maximum period of one hundred and eighty days; and (3) only in compliance with applicable child labor laws. Specifies conditions under which such youths may not be employed.
States that the employment of full-time students must be on a part-time basis for a maximum of twenty hours per work week. Specifies exceptions.
Specifies violations which will incur employer liability for unpaid wages and overtime compensation to such employed youths.
