Amends the Drug Abuse Prevention, Treatment, and Rehabilitation Act to establish an Office of Drug Abuse Policy within the Executive Office of the President, headed by a Director appointed by the President. Requires Deputy Directors for Drug Abuse Prevention and for Drug Enforcement.
Requires the Director to establish, plan, and coordinate Federal drug abuse functions. Directs the Director to make recommendations to the President and consult and assist State and local governments in order to implement such policies.
Directs the Attorney General to notify the Director that a certain drug has a potential for abuse or should be transferred or removed from a schedule under the Controlled Substances Act.
Requires the Director to submit an annual report to Congress on the activities conducted under this Act.
