Establishes the Kamehameha the Great National Memorial in Hawaii. Requires the Secretary of the Interior, after consultation with the Governor of Hawaii, to provide facilities to commemorate the historical significance of King Kamehameh. Requires the Secretary to transmit to specified congressional committees a general management plan for the memorial. Provides that no admission or user fees shall be charged for public use of the memorial. Authorizes appropriations.
